That’s WEFAX. It’s a marine weather map broadcast.
Off the top of my head it sounds like Slow scan TV (SSTV). Not positive.

It’s definitely WEFAX. I was able to decode 4 very grainy maps with Fldigi.

Exactly correct! WEFAX. I actually posted a copy of the frequency list as well as the link and an image of WEFAX, and instructions on how to do it, but for some reason it’s gone. Now I have to go back in and repost it (always one more thing).
