This reads nice. But, the component missing in this is the consolidation of information to form an over all picture of the situation. Each tier needs to develop an over all understanding of the situations within their field of operation / view.
At some point, the information must be converted to maps that can be communicated up the line via digital communication.
Each level should have guidance on how to consolidate the information into understandable pictures. These pictures must be formatted to be easily transmitted up and down the communication hierarchies.
