THE FOLLOWING IS AN EXTRACT FROM ‘ANNEX A — RADIO COMMUNICATIONS’
an annex to the OPORD (Operations Order) for Operation Tantrum Overwatch:

These Signals Operating Instructions are specific to Operation Tantrum Overwatch and give guidance for radio communications for passing traffic and providing a link to stations in and around areas affected by civil disturbances or other areas where commercial power and telecommunications may be disrupted.

The following is a TENTATIVE SCHEDULE for operations:
*UPDATE: UPDATE MODIFIED SOI FOR OPERATION TANTRUM OVERWATCH. NO 20M VOICE. 2Om DIGITAL MODE ONLY FROM THE TOP OF THE HOUR TO THE HALF HOUR. NEXT SCHEDULED SITREP AT 2000HRS ZULU, 20 JANUARY.

Beginning: 20170120 1700hrs Zulu (Fri, 20 Jan 1200 Eastern)
Ending: 20170121 1400hrs Zulu (Sat, 21 Jan 0900 Eastern)

Beginning on each hour (may be modified to two hours or as needed based on the situation):

NATIONAL
 00:00 14.342 USB 20m Voice (we may modify this and eliminate voice, creating a thirty-minute window on 20m for passing digital tfc).
 00:15 14.110 USB 20m Digital (MT-63 1kl primary) If propagation or QRM is not favorable, then the more robust Contestia 4/250

REGIONAL
 00:30 7.110 USB 40m Digital (MT-63 1kl) (Contestia 4/250 as backup mode, depending on QRM and QRN)
 00:45 *3.588 USB 80m Digital (MT-63 1kl) (Contestia 4/250 as backup mode, depending on QRM and QRN)

*Stations should only switch to 80m if band conditions on 40m are so unfavorable that traffic cannot be passed. Stations unable to make contact with anyone on 40m should then change to 80m at the 45 minute mark.
